User story:

Because users won't be able to disable workload monitoring, as a user, I don't want to see an option to disable it (because it won't work)

Acceptance criteria:

• The settings tab will be available for hypershift clusters
• The ability to change the workload monitoring will not be available for an existing hypershift control plane cluster
• Does NOT include required changes to new backend (HAC-2899)

• For Day2/Phase1 we hid the Settings tab for Hypershift clusters, so this story would be for when we re-enable the Settings tab.
