User story:

Because I can't make any changes to options in the settings tab and the data shown may be in accurate for hypershift control plane clusters, as a user, the settings tab should be hidden for me.

Acceptance criteria:

• The "Settings" tab is not shown for hypershift control plane clusters
• When a user goes directly to the URL `openshift/details/s/ {cluster_id}#updateSettings`, they will be automatically redirected to the overview tab: `openshift/details/s/{cluster_id}#overview`

NOTE: The redirection behavior should match what is being developed for HAC-2894 (Disabling the Add Ons tab).

Implementation Notes:

• Use a HOC to pass down 'isHypershift' logic

This story is a temporary fix until items inside the settings tab including update strategy, maintenance window, and workload monitoring are more fully flushed out for hypershift control plane clusters.
