[Hypershift ROSA][MVP][Technical] Create a feature gate for Hypershift ROSA feature

      User story

      So that I can prevent users from seeing the hypershift ROSA work before it is ready to be released publically, as a developer, I need a feature gate set up with developers, PMs, QE, and manager access can access to features set "behind" the feature gate.

      Acceptance criteria:

      • This is a technical story/task that doesn't have any real-world user impact.
      • Since not visible yet, Dev will need to provide QE with a means to test this new flag in Staging, and in Production.
      • QE pls see Associatged MR which has instructions on how to verify flag in browser console output
