User Goal
As an Architect, I want to see list of my workspace resource. The purpose of this story is to create the workspace list page.

AC

• Empty state - Get starter with Workspaces card
• Add Workspaces item to the navigation
• Build the workspace list page with following columns:
  • Name
  • Members
  • Services?
  • APIs
  • Quota?
  • Label
  • Kebab menu 
    • Edit workspace
    • Edit labels
• Add Search input field above the Workspace list table. Button is available for users who have workspace creation permissions.
• Place it to the [hac-infra|https://github.com/openshift/hac-infra repository.

Open Questions

• Should the list table be nested ?
• How to figure out that Workspace is part of AppStudio Services ?
