User Goal
As an Architect, I want to see list of my location resources. The purpose of this story is to create the locations list page.

AC

• Empty state - Get started with locations card
• Add Locations item to the navigation
• Build the workspace list page with following columns:
  • Name
  • Status
  • Provider
  • Workspace
  • Clusters
  • Environments
  • Kebab menu 
    • Edit location
    • Edit labels
• Add Search input field above the Location list table. Button is available for users who have location creation permissions.
