The backend does not support multi-workspace to multi-user. The effort behind this needs to be re-spiked when there is more known about when we will deliver or what we are delivering.

User Goal
As an Architect, I want to create a default workspace for AppStudio Milestone 3 demos (tbd what is actually possible)
As per Jan 27 meeting including Alexey, Jessica and Sam - agreed that HAC Workspaces SHOULD use KCP APIs (won't be ready in milestone 3)
The purpose of this story is to:
1) Understand the scope of workspaces in HAC - and what is needed in which milestone to support AppStudio
2) Build out a plan for Workspaces for HAC infra
3) Stretch: Create the workspace (view only). Exact scope of this is tbd / flexible
