User Goal
As an Architect, I want to see list of my cluster resources. The purpose of this story is to create the clusters list page.

AC

• Add Clusters item to the navigation
• Build the workspace list page with following columns:
  • Name
  • Status
  • Type
  • Provider
  • Version
  • Locations
  • Labels
  • Kebab menu 
    • Connect cluster
    • Edit labels
    • Open console
• Add Search input field above the cluster list table. Button is available for users who have cluster creation permissions.
