The above feature proposes adding an API to allow tuning of the etcd hearbeat and leader election timeouts. This spike is aimed at doing some background research before we design such an API:

• Consider if there are any alternative ways of allowing admins to configure those parameters with validation on the allowed ranges.
• A broader conversation should be held with the control-plane architecture (David Eads most likely) to understand what it would mean to support deployments where the timeouts are changed from their default values today.
• We need to have an understanding of what ranges would be acceptable when it comes to these timeouts. While the upstream guidelines have an upper limit of hearbeat=5s and leader election=50s we need to consider if those would be applicable to openshift deployments.
