Document how to add/remove extensions from the open-vsx registry (including those not in open-vsx.org)

    Description

      We are introducing an embedded open-vsx registry, executed in the plugin registry container. The first request from customers: How can we customize it? That's about documenting how a Dev Spaces administrator can:

      • Add an extension that exist on open-vsx.org
      • Add an extension that doesn't exist on open-vsx.org (e.g. GoogleCloudTools.cloudcode)
      • Remove extensions
