User wants to use a plugin that doesn't reside at open-vsx.org. (For example, https://marketplace.visualstudio.com/items?itemName=GoogleCloudTools.cloudcode)

How can this be done via devfile?

To clarify, is the OpenShift environment behind airgap, or is https://marketplace.visualstudio.com/items?itemName=GoogleCloudTools.cloudcode accessible to the cluster?

Also is the customer aware that installing from the Microsoft marketplace into a non-desktop VS Code install violates their terms of service ... which is why https://open-vsx.org/ exists?
