udi: python :: remove old lang server; switch to flake8 linter; verify pytest, venv & pip work in che-code editor

    Description

      In 2.15, the Python lang server is installed via pip.

      We should investigate building this from source, or else using cachito to install it and its dependencies.

      We should also look at updating it to the latest 2022.10.x (Jul 7 2022) or newer, and doing the same in upstream.
