Upgrade pip version in the image used in Python devfile

      We need to upgrade pip version in Python devfile. For now we are using v. 19.3.1 but for correct working of dependency analytics plugin we need newest version(21.3.1).

       

      Python devfile uses registry.redhat.io/codeready-workspaces/plugin-java8-rhel8 image
