TL;DR: when reporting a cost, report also the constituents of that cost, e g. usage, taxes, savings plan & enterprise discount. E. g for AWS:

      1. Enterprise Discount Program Discount
      2. SavingsPlanCoveredUsage
      3. SavingsPlanNegation
      4. Tax
      5. Usage

It's essentially "give me the total cost and the itemization too". We should do this everywhere (AWS, Azure, GCP, OCI, on-prem), not just for AWS amortized and unblended.

The reason for this RFE is customers may be handling taxes "out of band" so they are interested in the cost without taxes. In light of that, we should also have a "report costs without taxes" option in Settings, account-wide, to show costs without taxes (but still show how much the taxes are when showing the itemization).
