We need a way to tell users we have added some new service to the cost they are seeing. E. g. when we add the cost of ROSA/ARO to the distributed costs, or when we will add storage, networking, etc.

KCS, documentation and blogs are good but not enough because not everybody is monitoring that.

The public mailing list is doable but it's not really linked from a lot of places so not all users are subscribed.

The Platform team is using the Notifications feature for this. Let's add a new notification type, one where we will be able to send any text we want to users subscribed to this.
