As a customer, I want to be able to:
- Have installer binaries in the release payload based on RHEL9
so that I can achieve
- RHEL9 clients showing up on https://access.redhat.com/downloads/content/290/ver=4.13/rhel---9/4.13/x86_64/product-software
- running a 4.16 Installer on a FIPS-enabled RHEL9 host succeeds
