[GCP] New networkProjectID install config parameter

      User Story:

      As a user, I want to be able to:

      • specify the HostProject when using Shared VPC networks
        • installconfig.platform.gcp.networkProjectID

      so that I can achieve

      • deploying IPI clusters where Shared VPC networks are used.

      Acceptance Criteria:

      Description of criteria:

      • installconfig.platform.gcp.networkProjectID is added to install config.
      • and validated similar to projectID
      • generate `explain` content

      (optional) Out of Scope:

      This story does not include consuming the new parameter as this work will be done in other stories.

      While there are an array of configuration that needs to exist when using this new parameter, validating that they all work together is part of another story. This is to enable the creation of all of these components via multiple stories before doing that work.
