As a user, I want to be able to:

• use the install config networkProjectID parameter in machine manifests

so that I can achieve

• creating GCP clusters with Shared VPC networks using the IPI workflow.

Acceptance Criteria:

Description of criteria:

• the compute machine manifests are modified to use the networkProjectID when it is configured
• the control plane machine manifests are modified to use the networkProjectID when it is configured

(optional) Out of Scope:

Creating the networkProjectID parameter in the install config is another story, to be consumed by this one.

Modifying Firewall and DNS resources is another story.
