As a user, I want to be able to:

• use the install config networkProjectID parameter in Terraform when deploying control plane (and bootstrap) instances.

so that I can achieve

• creating GCP clusters with Shared VPC networks using the IPI workflow.

Acceptance Criteria:

• the Terraform (pre-existing) network data resources are modified to use the networkProjectID when it is configured
  • preexisting_cluster_network
  • preexisting_master_subnet
  • preexisting_worker_subnet

(optional) Out of Scope:

Creating the networkProjectID parameter in the install config is another story, to be consumed by this one.

Modifying Firewall and DNS resources is another story.
