VMIM is unavailable for debugging as the resource is deleted upon migration failure

CNV 4.20.5， CNV 4.21.0

Always

1. Create a VM 
2. Create a Plan migrate the VM to another cluster
3. Make the migration failed (in my current test, migrate OCS VM to HPP will cause the migration failed)
4. Check the Plan

In the Plan, we got "Migration failed, check VMIM status for details." but the VMIM is deleting once the migration failed.
