[CCLM] VMIM is unavailable for debugging as the resource is deleted upon migration failure

      Description of problem:

      VMIM is unavailable for debugging as the resource is deleted upon migration failure

      Version-Release number of selected component (if applicable):

      CNV 4.20.5, CNV 4.21.0

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create a VM 
      2. Create a Plan migrate the VM to another cluster
      3. Make the migration failed (in my cluster, migrate OCS VM to HPP will cause the migration failed)
      4. Check the Plan

      Actual results:

      In the Plan, we got "Migration failed, check VMIM status for details." but the VMIM is deleting once the migration failed.
