No new functionality added for GA
Instructions for enabling the feature gate in HCO must remain in place for 4.21 because engineering did not enable feature by default.
Decision to GA in 4.21 vs 4.21.z is pending. Prepare a PR to remove the TP admonitions and to announce GA in the release notes but do not merge the PR until engineering confirms when the feature will GA.
