As a user, I want to make my cluster available to the Control Plane Service for workloads

      • Make copy of cluster-registration-operator repo and remove unused controllers (just workspace controller?)
      • Update operator to handle RegisteredCluster on KCP rather than in-cluster (provide single KCP kubeconfig in secret )
      • Add Location to RegisteredCluster spec
      • Create import command in secret rather than configmap
      • When ManagedCluster indicates pcluster is imported/ready, create the WorkloadCluster and configure the syncer (copying code from singapore repo, but consolidate the clustermanagementaddon to one rather than one per location workspace) 
      • Add ManagedCluster to MCS per compute workspace
