As the service owner, I need to ensure the Compute service can be supported by multiple ACM hubs

      • All managed clusters for a given Compute workspace should be created in a single ManagedClusterSet on a single ACM hub
      • Provide a mechanism for definitely placing a ManagedClusterSet on a specific ACM hub for testing purposes. E.g., add a field to HubCluster indicating that a given cluster is open for new workspaces, and put new MCSs on the first HubCluster you find that is open. Later we can evolve to fancier mechanics, like priority ranking, counting existing clusters, etc. Open to other ideas for how best to do this low-bar initially and more sophisticated later.
      • Consider where we can give ourselves breadcrumbs to make finding the correct hub easier to avoid checking across all of them. E.g., annotation on the RegisteredCluster, maybe on the compute workspace if possible, etc.
