Release chores 4.21 for Karpenter (Part 2 - attempt 1.8 in hypershift, if not, second rebase to 1.4 for 1.32 deps)

      This will be our first chore cycle for Karpenter, so this is probably larger than this single task implies. 

      What we need to do is:

      This is going to be complicated because we multiple versions behind and we haven't been 100% amazing at keeping things updated in Hypershift. 

      •  

      Note: Be mindful of the actual released versions, don't just blindly pull main on both and hope it works out  

      Done when: 

      • Hypershift deps have been bumped to use our new karpenter versions
      • Tests pass, hypershift tests pass
