This will be our first chore cycle for Karpenter, so this is probably larger than this single task implies. 

What we need to do is:

• Rebase kubernetes-sigs-karpenter https://github.com/openshift/kubernetes-sigs-karpenter 
• Rebase aws-karpenter-provider-aws https://github.com/openshift/aws-karpenter-provider-aws (pointing our go.mod at our newly rebased kubernetes-sigs-karpenter)

This is going to be complicated because we multiple versions behind and we haven't been 100% amazing at keeping things updated in Hypershift. 

Note: There is a rebasebot PR that gets kept up to date for both karpenter repos, it may or may not be useful for this:

Note: Be mindful of the actual released versions, don't just blindly pull main on both and hope it works out  

Done when: 

• Rebases in the two karpenter repos are done
• Tests pass, hypershift tests pass
