Description of problem:

Torch builds for aarch64 no longer depend on Triton. Torch for aarch64 and x86_64 should automatically depend on the correct, expected version of Triton.

Steps to Reproduce:

https://console.redhat.com/api/pypi/public-rhai/rhoai/3.2/cpu-ubi9/simple/triton/ is missing triton for aarch64

Actual results:

Torch does not depend on Triton

Expected results:
Torch should depend on Triton, so vLLM / RHAIIS always get the right version of Triton
