MCE/ACM console dynamic plugin failed on OCP 4.15 hub

      Description of problem:

      Upon installing ACM on a OCP 4.15.0-rc.0 cluster, the mce/acm dynamic plugins are showing failed status. This issue does not appear on 4.14.6 hub.

      Failed to get a valid plugin manifest from /api/plugins/acm/
