ACM and MCE console plugins degraded when ODF is installed

      Description of problem:

      I have installed ACM 2.10 in a cluster and used ACM to install all of the other OPP products.  One of which is ODF which includes a console plugin named odf-console.

      When that plugin is enabled, the ACM and MCE console plugins go into a degraded mode with a failed status.  I can no longer access the ACM/MCE console when this happens.

      Version-Release number of selected component (if applicable): 2.10.0-SNAPSHOT-2024-03-01-16-15-03

      How reproducible: Not sure

      Steps to Reproduce:

      1. Install ACM
      2. Deploy the policy set: https://github.com/open-cluster-management-io/policy-collection/tree/main/policygenerator/policy-sets/community/openshift-plus-setup
      3. Wait for the new nodes to be available and then deploy the policy set: https://github.com/open-cluster-management-io/policy-collection/tree/main/policygenerator/policy-sets/stable/openshift-plus

      Actual results:

      The OCP Home console page shows the status: Dynamic Plugins Degraded.

      Drilling into the status shows the mce and acm plugins are failed.  Not sure where to look for more info.

       

      Expected results: 

      No conflicts between plugins
