Description of problem:

acm and mce console plugins are in failed status with the following error:

Failed to get a valid plugin manifest from /api/plugins/acm/ 
 SyntaxError: JSON.parse: unexpected end of data at line 1 column 1 of the JSON data

OCP 4.13.0-0.nightly-2024-01-18-040523

How reproducible:

100%

Steps to Reproduce:

1. Install OCP 4.13
2. Install latest ACM downstream image
3. Browse to the Openshift web console

Actual results:

The plugin to get all clusters is not available as acm, mce plugins are in failed status

Expected results:

Plugins are not failed
