Configure OCP cluster-monitoring label to namespace where MCGH is deployed

      Value Statement

      As part of achieving the Epic goal:

      1. Currently, the global hub drops a servicemonitor in openshift-monitoring namespace for scraping metrics by openshift platform prometheus. Put the servicemonitor in global hub namespace and add a label to the global hub namespace
      2. No upgrade needed since this is the first time we introduce servicemonitor in the global hub

      Definition of Done for Engineering Story Owner (Checklist)

      • remove `multicluster-global-hub-metrics` servicemonitor from openshift-monitoring namespace
      • add the label `openshift.io/cluster-monitoring: "true"` to the mcgh operator namespace. it can be `multicluster-global-hub` namespace by default and a customized namespace
      • put `multicluster-global-hub-metrics` servicemonitor into global hub namespace

      • Any required downstream Docker file changes are made.
