Value Statement
As part of achieving the Epic goal:
- Currently, the global hub drops a servicemonitor in openshift-monitoring namespace for scraping metrics by openshift platform prometheus. Put the servicemonitor in global hub namespace and add a label to the global hub namespace
- No upgrade needed since this is the first time we introduce servicemonitor in the global hub
Definition of Done for Engineering Story Owner (Checklist)
- remove `multicluster-global-hub-metrics` servicemonitor from openshift-monitoring namespace
- add the label `openshift.io/cluster-monitoring: "true"` to the mcgh operator namespace. it can be `multicluster-global-hub` namespace by default and a customized namespace
- put `multicluster-global-hub-metrics` servicemonitor into global hub namespace

- The code is complete.
- Functionality is working.
- Any required downstream Docker file changes are made.
