Epic Goal
Add UI controls to display and open the upgrade channel modal for hosted clusters. Update the hosted cluster upgrade UI to read available updates from ManagedClusterInfo instead of cluster image sets.

- Displays current channel from ManagedClusterInfo
- Shows available channel options (stable, fast, candidate, EUS) appropriate for cluster version
- Channel change triggers ClusterCurator job to update HostedCluster CR
- .status.distributionInfo.upgrades.availableUpdates
- Remove dependency on cluster image sets for hosted cluster upgrade paths, refactor legacy code where necessary to leverage available version/upgrade health status from ManagedClusterInfo
