Add UI controls to display and open the upgrade channel modal for hosted clusters to support new HostedCluster channel selection feature.

Definition of Done for Engineering Story Owner (Checklist)

• Channel dropdown appears on hosted cluster detail page
• Displays current channel from ManagedClusterInfo
• Shows available channel options (stable, fast, candidate, etc.) appropriate for cluster version
• Handle cases where ManagedClusterInfo doesn't have update information yet (channel not set)(In this case, we will  just offer stable-4.<y>)

Development Complete

• The code is complete.
• Functionality is working.
• Any required downstream Docker file changes are made.
