With the completion of https://issues.redhat.com/browse/ACM-23566 , and https://issues.redhat.com/browse/ACM-24049

the ACM gitops-addon is able to optionally deploy the argocd-agent.

The user familiar ACM GitOpsCluster API/CRD has been greatly enhanced to handle the automation around setting up the argocd-agent (server discovery, argocd-agent specific cluster secrets import, PKI management, redis management etc).

This Jira task is to perform a major refactor of the GitOps addon by removing all existing Helm install/upgrade/uninstall operations and instead using Helm only to template and apply resources (gitops operator and argocd-agent) directly. It should also finalize the interface (API spec) so we can start drafting the doc ASAP.
