With the completion of https://issues.redhat.com/browse/ACM-23566 , the ACM gitops-addon is able to optionally deploy the argocd-agent's agent components on the managed cluster. This task Jira is to capture the follow up tasks that need to be done.

• external server ip and port discovery
• creating argocd cluster secrets that conform the agent specific requirements
• deal with certs, jwt, all those PKI managements
• agent to redis setup
• all driven by a familiar API/CRD: GitOpsCluster
