Problem Description: Want to show the download counts for collections

Proposed Solution:

• When to display: conditionally, only in standalone mode (including community), and not when in insights mode
• Dependent on AAH-2406 for UX for the collection detail page
• Use api endpoint that will be in future pulp-ansible release per AAH-2236 ... http://localhost:5001/pulp_ansible/galaxy/{distribution_base_path}/api/v3/collections/{namespace}/{name}/ download_count
