CRC config for collection signature annotations and UI

      Problem Description: With bug AAH-1775 we have temporarily disabled the calculations of collection signature annotations in the api, so the UI badges will say “Unsigned”

      Proposed Solution:

      • Option 1 (not planned): Wait until AAH-1794 is resolved before enabling collection signing on CRC
      • Option 2 (planned):
        • Turn off collection signature badges in UI with feature flags so the card badges will not say “Unsigned”
        • Enable collection signing in CRC, and Partner Engineering can sign collection versions
