Problem Description: In bug AAH-1775 we temporarily disabled collection signing annotations to resolve a production performance issue

Proposed Solution: Move collection signing annotations query into a separate api call if this satisfies the use case needed by the UI. Or improve the query in its existing api call.  Simplify the annotation query based only the latest version of the collection.
