Collections - Ensure feature parity between list/detail screens

      problem statement: 

      collections:

      • collection list has no item actions
      • collection list on namespace detail has Upload new version, Deprecate (no Deletes)
      • collection detail has Delete collection, Delete version (but no upload or deprecate)

      acceptance criteria:

      • tests needed?
      • Collection List and detail have matching actions - except Delete version? (not possible to change version on the list)
      • Collection list has Deprecate, Delete Collection, Upload new version
      • Collection list on Namespace has Upload new version, Deprecate, Delete collection
      • Collection detail has Delete collection, Delete version, Deprecate, Upload new version
