problem statement: groups options do not match between list and detail screens:

• group list has Delete (note: Edit may already by added by AAH-829, check)
• group detail has Edit, Delete, (&adding/removing users)

notes from 11/3 check in w/ UX:

• Have we fixed any styling for the table? (Delete-user groups)

• Groups delete button needs to be moved to the right
  => last td becomes <td style={{ paddingRight: '0px', textAlign: 'right' }}>

• Add padding or add 2nd column

• Follow what we are doing on the other apps

acceptance criteria:

• Delete button on groups is moved to the right
• Add 'Delete' to group list
• Add Edit, Delete, and add/remove users to Group Detail
