Red Hat will manage ARO HCP control plane z-stream versions and upgrades on behalf of customers (4.y.z --> 4.y.z+1), but y-stream upgrades (4.y.z --> 4.y+1.z) will be initiated by customers in the vast majority of cases. 

Goals (aka. expected user outcomes)

• As a customer, I can request a y-stream upgrade for my control plane to happen right now.
  * As Red Hat, I can initiate a y-stream upgrade for clusters that have reached their end-of-life version

Out of Scope

• Scheduling y-stream control plane upgrades to happen at a future time
