MTA Operator - Setting executor pods at instance creation time creates also multi web pods

      Steps to reproduce

      1. Install operator
      2. Create MTA instance
      3. specify 3 ( or whatever number > 1) to "desired-executor-pods"  field
      4. number of executor and web-console will be that number

      Desired state

      1. Install operator
      2. create mta instance
      3. specify 3 to "desired-executor-pods" field
      4. web-console pods = 1 , executor pods = 3

      Specifying the number of pods for the executor works fine if it's done after the creation. If it's done on the moment of the instance creation it will affect also the web-console pods.
