Provide an Operator for MTA up to Level III:

Level I operator: Automated application provisioning and configuration management
Level II operator: Patch and minor version upgrades supported
Level III operator: App lifecycle, storage lifecycle (backup, failure recovery)
Publish the operator in operator in Operator hub
