MTA Level 1 Operator - temporary testing environments

To support the internal Engineering team testing of the Operator and the testing by QE temporary testing infrastructure will be required, just to get us to the point of being able to include the Operator as part of the 5.1.0 Release.

We will require some permanent development and test environments, that are not as urgent so that work is covered by a separate Jira.
