Classifications without story points should not be counted as "incidents"

      Classification which has 0 story points, such like Maven POM, are counted as an incidents with severity Optional.
      I think that's a bit misleading. Say, if there were 500 classified files in the application and nothing to migrate, we would still get 500 indicents and 0 story points.

      Steps to reproduce: Run against jee-sample-app with latest master.

      Further, this makes the <shared-libs> to be non-empty even if there's nothing to migrate.
      I'm not sure if that's a desired behavior. Even if it is (e.g. to report on the structure or other info about the shared jars), then IMO it should not be counted as any of the displayed severities in the Migration Issues, Report Index and Application List.
