Maintaining WS 2019 support in Azure (4.10)

      Description

      MSFT will be pulling Windows Server 2019 images with docker pre-installed (*-with-Containers) from Azure later this year. This will affect our Azure support on 4.10 and below. This story covers coming to a decision on how to continue supporting WS2019. 

      Please note that in accordance with the transition on 30 April 2023, both the DockerMsftProvider API and the "Windows Server with containers" images published by Microsoft on the Azure Gallery will be retired and removed from the gallery.

      Engineering Details

      One option is to move to using the Mirantis images. Another option is to move away from docker and backport the containerd work. Consider licensing logistics with test platform team.
