This story covers adding functionality to a hack script to automatically update the WMCO and OCP versions in all required places. This would replace the manual prep work within Gerrit (e.g. Prep for 5.1.0 release) and prevent us from forgetting to change the version somewhere.

Engineering Details

• This should work for both minor and major WMCO version bumps.
• Decide where the script will live
• Decide whether the script should open the prep work PR automatically
  • There's an API to talk to gerrit code review directly. Maybe this doc will be useful
• Reference gerrit automation script used by the ACM team could be useful.

Acceptance Criteria

• Running the script replaces the WMCO versions in all required places
• Changes are automatically reflected to WMCO dist-git repo (downstream) as currently happens
• Works for all supported release-4.x branches
