Follow the guide Building the vSphere Windows VM Golden Image programmatically

Coordinate in forum #vsphere-ci-triage the replication of the `windows-golden-images/windows-server-2022-template` VM Template to IBM Cloud environment.

Acceptance Criteria

• Support Windows 2022 for vSphere platform  - both for machine sets and as BYOH node
• Add a golden image template in vSphere using a Windows 2022 ISO.
  •  The template's HW version should be 15.
• Internal IP and VIPs appears in the vCenter dashboard once VM joins as cluster node.
• Ensure `windows-golden-images/windows-server-2022-template` VM Template get copied to IBM Cloud environment
