      Decouple OVNHybrid from WMCO as the default network option so customers can chose a different plugin

      Today if you want to use WMCO to install and configure Windows nodes on OpenShift, Hybrid networking with OVN-Kubernetes is the only supported networking configuration.  You must specify this network configuration when you install the cluster. Be aware that OpenShift SDN networking is the default network for OpenShift Container Platform clusters. However, OpenShift SDN is not supported by WMCO.

      But customers are asking for other networking plugins like Calico, NSX to be supported for their use cases. In order to support that, the first step will be to remove OVNHybrid from WMCO as the default network option. This epic needs to be completed as the first step for this feature: Enable 3rd party network plugins for Windows Containers in OpenShift: https://issues.redhat.com/browse/WINC-659
