Investigate testing BYOH without using MachineSets to provision instances

    Description

      In order to test BYOH properly we should try to make the setup for the e2e tests as close to what a customer will actually be doing.
      Using the Machine API is not what a customer would do, and we want to reduce the chances that Machine API is doing something behind the scenes that we are unaware of.

      Additionally using Machines is causing the machine-csr-approver to get involved.

      Possibly use cluster-api: https://cluster-api.sigs.k8s.io/

      Acceptance Criteria:

      • The feasibility of this is investigated, and a ticket to do the work is created if possible.
